On 11 October 2014, National Energy Administration and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued "Work Program of Photovoltaic Project for Poverty Alleviation", which has decided in coming 6 years to organize photovoltaic poverty alleviation projects, such that the poverty alleviation project officially kicked off. At the poverty alleviation and development conference in 2015, Xi Jinping, the General Secretary, pointed out that in order to improve the effectiveness of poverty alleviation, we should adhere to the principle of precise poverty alleviation. Photovoltaic poverty alleviation has become one of the "ten major precise poverty alleviation projects" implemented by the State Council Leading Group Office of Poverty Alleviation and Development in 2015, and has achieved a combination of poverty alleviation and development, new energy utilization, and emission reduction.
